   Proposals could alter education landscape
   Members of the state Board of Education will discuss several legislative proposals today that would drastically alter public education in Michigan.
   On Monday, a group released a draft of the Michigan Public Education Finance Act, a proposed bill that would replace the School Aid Act of 1979, in part by allowing parents to send their children to whatever school district they want.
   The board also is to discuss:
   • House Bill 5923, which would create nine kinds of public schools, such as residential public schools and schools run by corporations or municipalities.
   • House Bill 6004 — and its companion Senate Bill 1358 — that would establish the Education Achievement Authority (EAA) in state statute. The EAA is a statewide reform district for the worst-performing schools.
   The meeting begins at 9:30 a.m. in the fourth-floor boardroom of the Michigan Department of Education, 608 W. Allegan in Lansing. State board meetings are streamed online at www.mistreamnet.com   or via www.michigan.gov/mde  .
