JOBS (Update: Knowledge-Based Economic Sector @The Shape of Things to Come)

State needs knowledge based jobs
Study says that will help improve Mich. economy

   Michigan needs to shift its economy more toward the high-paying knowledge-based services if it hopes to improve its long-term economy, a new study has said.
   The nonprofit Michigan Future has published its latest report by the think tank’s president Lou Glazer and University of Michigan economic researcher Don Grimes of U-M’s Institute for Research on Labor, Employment and the Economy.
   The report, “The New Path to Prosperity,” compares economic data from 1990 and 2011 in Michigan, Minnesota, and the U.S. in general. Its conclusions: Knowledge-based industries such as science, technology, engineering and other backgrounds will produce more prosperity in years to come than traditional manufacturing.
   “What we are confident of is that, primarily due to the ongoing force of globalization and technology, the American economy will become more and more service, rather than goods-producing, based,” the authors wrote. “And in that economy, knowledge-based services are almost certain to be where job growth is the strongest and average wages are the highest.”
   Throughout the U.S., the manufacturing sector shed more than 5.7 million jobs between 1990 and 2011, while knowledge-based services gained more than 16 million jobs during that same period, the report said.
   In the same way, private sector earnings per capita declined during that same period while employment earnings per capita in knowledge-based service grew by 52%.
   Comparing the economies of manufacturing-based Michigan and knowledge-based Minnesota, the report noted that “Minnesota far outperformed Michigan in growth in employment, personal income and private sector employment earnings per capita over the two decades.”
   Among specific statistics: From 1990-2011, employment grew in Minnesota by 29% compared with 7% in Michigan. Also, per capita income adjusted for inflation grew by $11,300 in Minnesota over the two decades compared to growth of $4,712 in Michigan.
   “Knowledge-based services now are the center of mass middle-class American jobs,” the authors wrote. “The lesson Michigan needs to learn is also clear: The places that are doing best today and almost certainly will do the best in the future are those states and regions that are concentrated in knowledge-based services, not factories or any other sectors of the economy.”

The United States, Falling Behind

Researchers have been warning for more than a decade that the United States was losing ground to its economic competitors abroad and would eventually fall behind them unless it provided more of its citizens with the high-level math, science and literacy skills necessary for the new economy.
Naysayers dismissed this as alarmist. But recent data showing American students and adults lagging behind their peers abroad in terms of important skills suggest that the long-predicted peril has arrived.
A particularly alarming report on working-age adults was published earlier this month by the Organization for Economic Cooperation and Development, a coalition of mainly developed nations. The research focused on people ages 16 to 65 in 24 countries. It dealt with three crucial areas: literacy — the ability to understand and respond to written material; numeracy — the ability to use numerical and mathematical concepts; and problem solving — the ability to interpret and analyze information using computers.
Americans were comparatively weak-to-poor in all three areas. In literacy, for example, about 12 percent of American adults scored at the highest levels, a smaller proportion than in Finland and Japan (about 22 percent). In addition, one in six Americans scored near the bottom in literacy, compared with 1 in 20 adults who scored at that level in Japan.
American numeracy skills were termed “very poor.” The United States outperformed only two comparison countries: Italy and Spain. Nearly one in three Americans scored near the bottom in numeracy. That Americans were slightly below average in problem solving using computers was especially discouraging.
Some countries are making progress from generation to generation. But in the United States, as in Britain, the literacy and numeracy skills of young people coming into the labor market are no better than those who are about to retire. Americans who are 55 to 65 perform about average in literacy skills, but young Americans rank the lowest among their peers in the countries surveyed. The problem is not so much that the United States has gotten worse, but that it stood still on indicators like high school graduation rates while its foreign competitors rushed forward. Beginning in the 1970s, other developed nations recognized that the new economy would produce few jobs for workers with mediocre skills.
Those countries, most notably Finland, broadened access to education, improved teacher training and took other steps as well. Other countries take these international comparisons very seriously; some use the O.E.C.D. data to set policy goals and to gauge the pace of educational progress. The United States, by contrast, has yet to take on a sense of urgency about this issue. If that does not happen soon, the country will pay a long-term price.

Governor Snyder to proclaim October STEM Awareness Month (Update: Michigan STEM Partnership)

KOCHVILLE TOWNSHIP, MI — Gov. Rick Snyder will visit Saginaw Valley State University Friday Oct. 4 to promote science, technology, engineering and math education and jobs in Michigan.

The governor will formally name October STEM Awareness Month in Michigan at the Igniting STEM Excellence Summit at SVSU.

The summit is 9:30 a.m. to 4:30 p.m. Friday. Registration is required.

Other speakers include John Calabrese, vice president of global vehicle engineering for General Motors Co.

There is a projected shortfall of nearly 274,000 STEM professionals by 2018 in Michigan, according to the Michigan STEM Partnership, a public-private, business and education collaboration focused on addressing STEM needs.

The demand for STEM-educated professionals is high while the supply is low, the partnership states.

“Not only do we need to make students aware of the significance of STEM, we need to keep students interested in STEM throughout their schooling,” said Barbara Bolin, the partnership's executive director. “Out of every 100 students in ninth grade, only six graduate college in a STEM field. This is perhaps the single greatest threat to our economic competitiveness in the global market, but one that we can and must overcome.”
Michigan STEM Partnership, nonprofit organizations, universities and employers are hosting events such as the “STEM & Me Contest” for students to show how they are making STEM education part of their lives.

   Some of the nation’s top high-tech leaders will visit Detroit today for Techonomy, a daylong examination of how technology and innovation can help improve economic growth and urban revival.
   Headlining the conference will be Jack Dorsey, co-founder of Twitter and CEO of Square, a digital payment service, who spoke last year.
   Also speaking will be Gov. Rick Snyder and Dan Gilbert, the founder and chairman of Quicken Loans.
   This year’s Techonomy, the second annual in Detroit, will be held at Wayne State University. It will focus on the national lack of educational opportunities.

    Machining U Summer Program 2013 Debuts (Update: Jackson Michigan, Bill Rayl & Nancy Norris / Crain's Magazine)


    This class is riveting: Jackson program makes manufacturing fun for young students, creates pipeline for employers

    Dressed in a Lady Gaga T-shirt, jeans and bright neon yellow shoelaces, Madison Nichols stood laughing with her friends, her blond ponytail swaying back and forth as she talked.

    Then, the 13-year-old Jackson eighth-grader adjusted her safety glasses, picked up her electric drill and got back to work on some finishing touches to the metal table she had just built.

    "I love to weld," she said. "It's really fun."

    The table legs were made of 16-gauge aluminum, and the centerpieces of the table, also welded onto each edge, were metal butterflies she created using a computer numerical control (CNC) plasma cutter. She picked that design, not just because she likes butterflies, but because it was the most complicated design the plasma cutter's computer had.

    It was a challenge and a skill Nichols didn't have just a few days before — or even knew existed.

    Nichols chose to spend two weeks of her summer at the "Machining U" camp in Jackson, which teaches young students a variety of manufacturing skills, from how to run a lathe, to a CNC machine — and the math that goes into it — and how to weld all the pieces together safely.

    The camp is designed to teach the students that manufacturing is not dead in this state and can produce highly skilled jobs that remain in high demand.

    The program, run by the Academy for Manufacturing Careers, along with its other supporting summer camps and its education programs used in local schools beginning in kindergarten, are unmatched in the state in terms of their breadth and scope, said Delaney McKinley, director of human resource policy for the Lansing-based Michigan Manufacturers Association.

    "They have been the model for the entire state," McKinley said. "It's the only area or program in the state that has a seamless K-16 program that gets kids interested in manufacturing careers."

    The results are just now starting to develop as the first two classes of camp graduates are now of working or college age and have graduated from high school.

    Bill Rayl, executive director of the Jackson Area Manufacturers Association, which sponsors the Academy for Manufacturing Careers, said 31 students attended one or both of the first two years of the camp in 2007 and 2008.

    Of those, more than a half dozen have gone on to find full-time employment at local manufacturers or are in college studying engineering or a similar discipline, Rayl said.

    Because the camp is largely aimed at students ages 12-14, those who have attended since 2009 are still in high school. Rayl said they hear often from current high school students who attended the camps when they were younger and are now working in the summer months at local manufacturers.

    Rayl said the goal isn't just to get the most amount of kids involved in a manufacturing career, but to give students more of a practical understanding of math and science.

    "You can't be what you can't see, and these programs are all meant to help kids see a bigger possible future for themselves and give them tools and skills that can help them realize that future," Rayl said.

    McKinley said her association has been encouraging its members to become involved with programs like this around the state.

    "We believe this is what it's going to take to solve the issue with a lack of skilled workers in the state," she said.

    A report released this summer by the state's Bureau of Labor Market Information and Strategic Initiatives showed that about 15 percent to 20 percent of the skilled trades workforce in the manufacturing sector is age 55 or older, and there is an increased demand for new skilled workers.

    It also showed there was a 20 percent increase from 2012 to 2013 in online job ads in Michigan for skilled trades positions. The state's employment website, www.mitalent.org, shows there are now more than 5,000 manufacturing jobs available, and more than 500 are specifically for welders. For the long term, job growth in the skilled trades sector is expected to increase 7.4 percent by 2020.

    First-hand understanding


    Annette Norris, director of the Academy for Manufacturing Careers, surveys the shop floor at the Jackson Area Career Center like a proud mother, as the students at the manufacturing camp move from the machining lab to the welding area, each focused on their task at hand.

    "These kids — these are the future," Norris said.

    During the economic downturn in 2009, when General Motors and Chrysler were headed toward bankruptcy and the suppliers in the Jackson area were struggling, a lot of parents had a dim view of manufacturing, said the camp's welding instructor, Gale Brockie.

    Coupled with the decline in the number of parents who have the tools and capability to do in their garage some of this work that their children are exposed to, most students would not see these machines and what they can do if it wasn't for a camp like this, he said.

    But even during the downturn, Norris said, the Machining U camp has not seen an attendance drop; it takes 20 students each summer.

    This year, the camp had a waiting list to get in, Norris said.

    "That negative stereotype is changing," Norris said. "It takes parents, it takes teachers and counselors and hearing these success stories and knowing that the manufacturing jobs are out there."

    Good pay to start

    The jobs students are taking right out of high school, or during the summer break, pay around $15 an hour on average, which also helps attract interest, said the camp's machining instructor, Joe Lienhart.

    Lienhart, who also teaches the high school machining class at the Jackson Area Career Center, said students who take these jobs over the summer often come back to school in the fall with a car, or a four-wheeler or other "new toys," and the other students take notice.

    Later, once a student graduates from high school and opts to pursue a journeyman's card, he or she can increase pay to $18 to $20 an hour.

    McKinley said this is a great selling point, because there aren't many careers where someone can start out making $40,000 a year, even before earning a college degree.

    "If they have enough forethought, it can be a gold mine," Lienhart said.

    During the camp, the owners and managers of manufacturing companies will attend the camp to help mentor students or assist in teaching a particular skill.

    But, like college football coaches attending a high school football game, these manufacturers are also eyeing potential recruits.

    Often, Lienhart said, many of the older students begin meeting with company officials and taking tours of their facilities. Eventually, some are spoken for, and when they are offered a job by another firm, they have to decline because they had already agreed to work somewhere else over the summer, he said.

    Manufacturers "are salivating over really talented kids that have exposure to the skills they need," McKinley said.

    Roger Watson, manager of injection molding at Jackson-based TAC Manufacturing Inc., spent a day volunteering at the camp and working with the kids. They will come into the working world with the skills his company needs, he said.

    "We could be seeing future employees here already," he said.

    The program

    Norris was hired in January 2005, before any of the youth workforce pipeline existed.

    That summer, the first youth camp — called "I Can Make It!" — kicked off. In the camp, students in grades four through six learned to design, build and test a variety of different projects.

    After the students finished with that camp, they asked Norris what they could do next, she said, which is where the idea for the Machining U camp came from. Many of the students transition from one camp to the next as they get older.

    One of those was Tristan Chandler, 15, of Manchester. He had previously attended the "I Can Make It!" camp and recently attended Machining U for the second summer in a row.

    "I'm glad I did it," Chandler said. "I wasn't into it before I came, but now I think it could be a really good career."

    Chandler said he may even pursue a career in automotive manufacturing. "This is good experience," he said.

    Rayl said another important piece, aside from the camps, is implementing things like the Engineering is Elementary program developed by Boston's Museum of Science in classrooms in the area. It encourages young students to think about engineering problems in innovative ways from the earliest of ages.

    "We've taken all those pieces and parts and developed this pipeline," Rayl said. "You can't just say 'I'm going to run a camp for fourth-graders.' If you spark interest in these kids and there's no follow-through, that's not a pipeline."

    For the academy, the main focus has always been on the adult apprenticeship program, which helps retrain workers, or assist individuals in obtaining the skills needed to obtain manufacturing jobs.

    But as that program was being built, the manufacturers in the community also talked of the need for creating the future workforce.

    "This is a long-term workforce development strategy that was built by the manufacturing community," he said.

    Making it work

    Norris said she and Rayl have traveled the state to meet with other groups about their training programs and said she thinks other regions haven't emulated the success in Jackson because it takes an involved manufacturing community and champions who understand it.

    "They all want to do something, and they all love what we're doing," she said. "The manufacturers are not going to come together once a month and make it happen."

    She said without the support from a local manufacturing community to offset the cost, by donating raw materials and personal expertise, a program will never get off the ground.

    Norris said companies in the Jackson area are quite generous with their donations because "they know we are training their future workforce," she said.

    McKinley said the reason the program in Jackson has been so successful is because of Norris and Rayl, who have been the champions of it from the beginning.

    "There's not enough Bill Rayls and Annette Norrises out there," McKinley said. "I've never seen two people more dedicated to kids and to this industry."

    LTU STEM Center (Update: Crain's Detroit Business Magazine)


    $20M gift to LTU a STEM-winder Alumni donors to help boost $55M complex

    The largest alumni cash gift in the history of Lawrence Technological University gives new legs to its plans for a $55 million complex — and accelerates the 81-year-old school's work on that project and efforts to attract more students to engineering and science careers.

    About half of the $20 million gift, announced last week, will go toward building the revised A. Alfred Taubman Engineering, Life Sciences and Architecture Complex with a newly added Dr. Richard E. Marburger STEM Center.

    The Southfield-based engineering, design and management university is working with its architect to see how the new center adjusts the building's layout and project cost, said university President Virinder Moudgil.

    The $20 million gift comes from a donor who wishes to remain anonymous, the university said.

    The proposed Marburger center expands on programs Lawrence Tech offers to attract middle and high school students into careers of science, technology, engineering and mathematics — commonly known as STEM. Marburger was the fourth president of Lawrence Tech, from 1977 to 1993.

    And, Moudgil said, some of that STEM program expansion could begin as early as the winter semester — before any construction starts on the Taubman complex in 2014.

    "A year from now, we'll put the shovel in the ground, and the first phase will be complete in 2015," Moudgil said. "But the beauty of this gift is, we don't have to wait for that. The process of the education can start almost right away. And as people learn and inquire about participating in it, we can start offering more instruction."

    The new gift — all donors to the complex have been undisclosed since retail pioneer Taubman's original $11 million seed gift for it in 2011 — will go toward equipment and training space in robotics, software engineering, modeling, medical simulations, computer-assisted molecular modeling and other specialty equipment systems in the STEM center.

    It also puts the university at between $30 million and $35 million raised for the complex. Hundreds of alumni have contributed, including about a dozen "significant" gifts since Taubman's first pledge, said Moudgil and Stephen Brown, vice president of university advancement.

    A large portion of the new gift is earmarked to fund need-based scholarships at LTU and does not count toward the STEM center or cost of the building.

    The university hopes to fund all three phases of construction through philanthropy, Brown said, but more than 55 percent of the major donor gifts to date are either estate or planned gifts. Shovels break ground next summer, and the new cash gift comes in installments over three years.

    "If the groundbreaking were tomorrow, we'd have a problem. We still have work to do, but donor efforts are continuing," said Brown, who hopes to have at least $15 million in cash in hand from fundraising once construction starts.

    The architect on the project is Thom Mayne, founder of the architectural and design firm Morphosis, which has offices in New York City and Culver City, Calif.

    Lawrence Tech is also $96 million along toward a new stretch goal of $100 million in its capital campaign, launched six years ago. In addition to the $55 million, 125,000-square-foot complex, the campaign is raising $35 million worth of endowments and scholarships, plus $10 million for academics and program innovation.

    "We have many pending asks that we still need to close. The building cost is to be fully funded through philanthropy," Moudgil said. "And it will add some to our operating costs, but we expect that to be offset by a larger number of students. We are not going to raise tuition simply to have this development."

    This spring, Lawrence Tech unveiled preliminary plans for the 125,000-square-foot STEM center. Moudgil said plans probably will see some changes over the next few months.

    The STEM center was one of many proposals the development staff had solicited to alumni, and the latest donor took an interest in that during discussions this year, Brown said.

    The university, which has 4,500 students, probably will add "a few hundred" more students after the first phase of construction wraps up in 2015 and eventually should grow to about 6,000 when the expansion is complete, Moudgil said.

    The university last month also received an in-kind software grant from Plano, Texas-based Siemens PLM Software, with an estimated $40 million commercial value, to aid in product design.

    SOUTHFIELD (WWJ) – Lawrence Technological University has received a $20 million gift to support its “Proud Heritage, Bold Future” capital campaign. It is the largest cash gift in the 4,500-student private university’s 81-year history.
    The gift will be used to help fund the planned Richard E. Marburger STEM Center, which will support existing STEM (science, technology, engineering and mathematics) programs at LTU and introduce new programs.
    Marburger was the university’s fourth president from 1977 to 1993 and remains active on campus as he approaches his 50th anniversary of service to the university.
    The donor, meanwhile, wishes to be anonymous.
    “This is a transformational contribution that provides Lawrence Tech an unprecedented opportunity to advance several long-term goals at the same time,” said LTU President Virinder Moudgil. “The university has plans in place for exciting new educational initiatives and can now move ahead to enhance its leadership position in delivering cutting-edge education in the STEM fields of science, technology, engineering and mathematics.”
    Educational areas to be supported by the proposed Marburger STEM Center include robotics; software engineering; modeling, simulation and visualization; nanotechnology; medical simulations and informatics; computer-assisted molecular modeling; synthetic biology; “green” chemistry; and design thinking.
    The Marburger STEM Center will also support academic programming in sustainable design, energy systems, architectural engineering, game art and game design, media communication, transportation and industrial design, digital humanities, digital marketing, and mathematics.
    A new cross-disciplinary learning environment will increase training and instructional resources for the LTU faculty. New faculty members would lead the integration of technologies and experiential learning into curricula and research.
    A significant portion of the gift will also fund need-based scholarships at LTU in order to improve accessibility to higher education.
    The gift is also a major step toward reaching LTU’s capital campaign goal of $100 million, which has raised $76 million over the previous six years. The three main targets for the capital campaign are:
    • Facilities and infrastructure, $55 million.
    • Endowment and scholarships, $35 million.
    • Academics and program innovation, $10 million.
    “This remarkable gift allows Lawrence Tech to accelerate its progress in becoming a national leader in STEM education and improving the educational experiences and outcomes for our students,” Moudgil said. “Continuously improving the University’s quality and service is paramount. We are extremely grateful.”
    This spring Lawrence Tech unveiled preliminary plans for the 125,000-square-foot A. Alfred Taubman Engineering, Life Sciences, and Architecture Complex that is expected to cost $55 million. Construction is expected to start next year and a portion of the gift will help provide new learning facilities in that building.
    In July, LTU received the largest in-kind software grant in its history with a commercial value of $40 million from Siemens PLM Software. The in-kind grant gives LTU students access to the same technology that companies around the world use every day to develop innovative products that are engineered for manufacturability in a wide variety of industries including automotive, aerospace, defense, machinery, medical, high-tech, electronics and many more.
